Ms. Narciso-Parr earned her Juris Doctor degree from the University of the Philippines Diliman in 2025, where she was awarded the Dean’s Medal for Academic Excellence. She obtained her Bachelor of Science in Chemistry from the same university in 2015.

During law school, she served as President of the U.P. College of Law Student Government (2024–2025) and was a recipient of the Dean’s Service Award. She was also a member of the Order of the Purple Feather and served as Public Relations and Events Head of Schola Juris Vespertina (SJV).

Prior to entering the legal profession, Ms. Narciso-Parr built a diverse background in both the private and public sectors. She worked as a Senior Marketing Officer at a private seaweed company, later transitioning into market research as a Senior Marketing Executive. She subsequently served as a Legislative Researcher at the House of Representatives, where she was involved in policy and legislative work.

In addition, she volunteered as an Advocacy Officer for a non-governmental organization focused on raising awareness and supporting victims of online sexual exploitation of women and children.

Ms. Narciso-Parr was admitted to the Philippine Bar in 2026.
